"Cepadite" Project Information

The Cepadite Project consists in setting up an experimental Telecentre, so that 20 self-employed people with physical handicaps can offer services to companies from their homes, in a "home-based telework" modality. Following the home-based teleworking model different jobs can be carried out for various companies or institutions at the same time.

The Cepadite Telecentre is conceived as a support structure that offers different services to teleworkers:

The project is developed within the scope of co-operation between non-profit institutions and social players that share a common concern for the creation and maintenance of jobs and, taking into account the specific difficulties for the disabled, decide to collaborate to develop an innovative pilot experience in the field of creation of employment.

CEPES - Confederación Empresarial Española de la Economía Social (Spanish Business Confederation of Social Economy) is a professional independent organisation of national scope, that is inter-sectorial and confederate in nature, made up of 15 confederations that group together 25,000 enterprises of the social economy sector and maintain approximately 600,000 jobs.

FUNDOSA Teleservicios S.A., is an enterprise dedicated to business activities in the telecommunications applications sector. It belongs to the group of companies of the Fundación ONCE (Foundation of the National Association for the Blind), a state organisation that maintains more than 23,000 jobs for the disabled. More than 50% of the Foundation's annual budget is allocated to creating employment for these social groups.

FREMAP, Social Security Mutual Society for Labour Accidents and Professional Illnesses nº 61, is a mutual entity that collaborates on a non-profit basis in the management of the social security. The Prevention and Rehabilitation Centre in Majadahonda runs a service that offers professional training in 11 areas and 22 specialities for people with physical handicaps.

Bioingeniería Aragonesa S.L., is an enterprise dedicated to the development of high technology that participates in many national and European Union R&D projects and programmes (ESPRIT, TIDE, ACTS).

Who's involved in the project

The project will be using various specialists to provide advice and support (psychologists; experts in education; computer experts; architects; lawyers and economists). They will be involved throughout the project in assessment, counselling and action planning.

Teleworkers will offer services to companies in the following activity sectors:

The project is working on methodology, and is arranging a seminars to increase employers' awareness about employment of disabled people and legislation. For example, 15% of the workforce must be disabled people in SME's with more than 50 employees. It is expected that the training phase for manager and trainees will begin in September/October 98. From October the teleworking with psychological support will start, this support will include experts that are 'on-line' with advice through e-mail.

It is expected that the 20 participants will move into self-employment. The project will provide a fixed income over the 14-month project period and the participants will receive a 'start-up' grant from the social fund.

Evaluation will be carried out by one of the national project partners.
