Transnational Evaluation
Presented by John Clark at the Transnational Meeting in Turin, Italy, June 1998.
The transnational work can be divided into areas, which to some extent are linked:
- Objectives - these are already defined within the workplan, the evaluation does not want to change these but to ensure that they are achieved.
- Assessing Value - projects have areas that provide 'added value' in the work that it undertakes. These are outside the main remit of the core project but often proved some of the more interesting and useful areas that can be taken on board.
- Expectations and Needs - these are not fixed by the project objectives but the expectation and needs of the organisations involved as well as whoever may well use the information in the future.
- National Projects - for the partners involved their priority is obviously their own National Projects but the process of the transnational work should be used to influence their development. This process is in fact two-way, input from the national projects to the transnational work and from the transnational work to the national projects.
- Process - checking how the process of work and development is working, is it producing what the partners want? The process at the project's end can help with the design of future projects, hopefully to ensure the success of these.
- Use - examining the use of what is happening, how will it be used? Who is it for? Also to assess the value on usefulness for people.
The evaluation plan after this meeting is to draw-up an overall strategy. The projects are proceeding from June'98 to December '99, at the same time the evaluation process runs parallel. The evaluation draws down information and feeds back this information into the project cycle; it is for the projects to decide what to do with this feedback.
The production of the Final Report will reflect what has happened over the project period and will be included in the report the respective National Co-ordinators.
