Social enterprises tackle a wide range of social and environmental issues and operate in all parts of the economy. By using business solutions to achieve public good, the Government believes that social enterprises have a distinct and valuable role to play in helping create a strong, sustainable and socially inclusive economy.

For many self-employment is a planned and positive career-enhancing move, particularly those working in occupations and sectors where it is a conventional working pattern. People may find self employment an attractive option in order to achieve a desirable balance between work and family life. Disabled people can benefit from its flexibility. For some people trying self-employment is a last resort when faced with the prospect of lengthy unemployment in a totally unplanned way.

The projects Everyone's a Winner, teleCem and Rural Change are under Toucan's social enterprise strand. Everyone's a Winner is a unique entrepreneurship curriculum developed by Toucan that is delivered as part of the teleCem project, which also offers web design training and the opportunity for beneficiaries to become part of a social enterprise. Rural Change is an initiative designed to help rural european areas.
